The 2030 goals and Terna’s contribution

A sustainable and digital grid to address the challenges of the transition

The development policies of the national energy system are guided by the National Integrated Energy and Climate Plan (NECP) of July 2024, whose 2030 targets outline a profound transformation of the national electricity system, based on the large-scale integration of renewable sources, the electrification of consumption and the strengthening of system security and resilience. In this context, Terna’s strategy is aimed at ensuring grid adequacy and reliability through infrastructure planning consistent with the NECP scenarios, enabling the energy transition and the security of the national system.
Terna contributes to the achievement of national targets through two areas of direct intervention: the development of the National Transmission Grid and market design.

Terna’s 2025 Development Plan plays a central role in achieving the energy transition targets of the national electricity system, through investments of more than €23 billion by 2034 in strategic infrastructure capable of substantially transforming the transmission capacity and reliability of the national electricity grid.
Below are the main figures of the Plan and the expected benefits.
In line and in coordination with the Development Plan, the Plan for the Improvement of Defence Systems for the Security of the National Electricity System (the so-called Security Plan), drawn up annually by Terna and approved by the Ministry of the Environment and Energy Security, is the four-year programme that sets out the initiatives designed to ensure the security of the electricity system by preventing and/or reducing the consequences of grid disruptions. The 2025 Security Plan strengthens its investment programme by providing €2.3 billion by 2028.
The Development Plan and the Security Plan are distinct but strongly interconnected plans, which contribute in a complementary way to the achievement of the national electricity system’s security, adequacy and resilience objectives.

Alongside the infrastructural development of the grid, Terna also contributes to the transformation of the electricity system through the evolution of market design, which consists of defining a market structure that optimally integrates forward markets (RES auctions, MACSE storage auctions, capacity market) and spot markets, both for energy markets and for service markets. The objective is therefore to broaden the participation of new resources, currently not enabled, in the provision of flexibility services.
